Following a review by our Development and Product teams, we can confirm that the current behaviour where fixed panels in the Clinical Portal appear in a different order for some users is working as designed.
As this is not being treated as a defect, we recommend submitting your suggestion through the Community Portal for consideration in future enhancements.
